The Les Miserables morality question

Say you are dying of hunger and your family is too

you go to the store to buy food but for whatever reason you only have 75 cents possible to spend

So then ask a few people for a quarter and they all say no

So instead of starving he takes a loaf of French bread and walks out without paying for

The bread was valued as little as a dollar in some stores

He gets caught and arrested for petty theft and whatever the punishment is for this crime is sentenced

I don't know what is fair in this whole idea from les miserable, but even if the businesses don't understand, wouldn't any god you pray to forgive this after repentance
